Just a little something I whipped up in Photoshop while on a conference call. It seems to work well with the Vista themes and the recently discovered Royale Noir msstyle. 1600 x 1200 resolution.

Really basic stuff. On this one, I primarily used the pen tool to make the curves and applied a brush stroke to the paths with simulated pressure. I used a 40 px 100% soft, round brush. Once I had the curve stroked, I applied an outer glow layer style and changed the blending style of the whole layer to either hard light or overlay. Each curve was made on a different layer, so it made for a nice effect when fiinshed.

I'm far from being a Photoshop expert, so it was really just a matter of playing with the layer styles and blending modes until I was happy with the result.
